Microsoft 365 Enterprise Licensing

E3 vs E5 vs E7 Feature Comparison

An interactive guide for IT leaders evaluating Microsoft 365 tiers — prepared by US Signal

Executive Summary

Three tiers, three different bets on risk, AI, and consolidation

Microsoft introduced Microsoft 365 E7, branded as the Frontier Suite, on March 9, 2026, with general availability on May 1, 2026. E7 is the first enterprise SKU that bundles full E5 productivity, security, and compliance with Microsoft 365 Copilot, Microsoft Agent 365, and the Microsoft Entra Suite in a single per-user license at $99 per user per month.

For US Signal customers already on E3 or E5, E7 is best understood as three things at once: an AI productivity platform (Copilot plus Work IQ), an AI agent control plane (Agent 365), and a Zero Trust network and identity layer (Entra Suite). This page maps every major feature so the right SKU can be matched to the right user populations.

Pricing Math

A la carte vs. the E7 bundle

Purchased separately on top of E5 ($60 effective July 2026), the components included in E7 list at $117 per user per month. E7 is $99: a 15 percent saving versus standalone purchase, before any Enterprise Agreement discounts.

E7 is available with and without Teams to align with EU unbundling requirements. Tenants on Enterprise Agreement, MCA-E, or CSP can transact E7 through their existing channel.

In Plain English

What you’re actually buying

Strip away the SKU names and this comparison comes down to three questions: How much security risk are you willing to carry? How fast do you want AI adoption to move? And how many separate tools are you already paying for that this could replace? Tap each term below for the plain-language version.

01Zero Trust  (Entra Internet Access, Entra Private Access)

Instead of trusting anyone already inside your network, every request gets verified every time. In practice, this means retiring your VPN and web filtering appliance in favor of a service Microsoft runs, and it closes off one of the most common ways ransomware spreads once it has a foothold.

02Agent governance  (Agent 365, Entra Agent ID)

Employees are already building AI agents in Copilot Studio, low-code tools, and browser extensions, often without IT’s knowledge. Agent 365 gives you the same visibility and off switch for those agents that you already have for human user accounts.

03Work IQ  (the intelligence behind Copilot in E7)

Standard Copilot answers the question you type. Work IQ–powered Copilot also knows who you work with and what you’re working on, so it needs less hand-holding to give a useful answer — the difference between a chatbot and an assistant that already has context.

04eDiscovery and DLP  (Microsoft Purview)

These are the tools your legal and compliance teams reach for during litigation, audits, or a data leak investigation. Higher tiers mean faster, more complete answers when someone asks who had access to a file and whether anything left the building.

None of this changes the licensing math in the table below. It just gives you the business case to bring back to your CFO before you get lost in feature names.

What Is Unique to E7

Three things bundled into one license

01Microsoft 365 Copilot with Work IQ

Copilot in E7 is the same Copilot available as a $30 add-on to E3 or E5, with one major difference: in E7 it runs on top of Work IQ, an intelligence layer that ingests signals from Outlook, Teams, SharePoint, and OneDrive to build a semantic graph of people, projects, and timelines.

  • Agentic Copilot capabilities inside Word, Excel, PowerPoint, Outlook, and Copilot Chat
  • Multi-model intelligence including Anthropic Claude and the latest OpenAI generation via the Frontier program
  • Work IQ memory and semantic graph for contextual reasoning across Microsoft 365 data

02Microsoft Agent 365

Agent 365 is Microsoft’s control plane for AI agents. It treats agents as first-class identities and gives administrators the same visibility, policy, and lifecycle controls they already use for users.

  • Unified Agent Registry across Microsoft, partner, and custom agents, including Copilot Studio, Foundry, and registry sync from Bedrock, Vertex AI, Salesforce, and Databricks
  • Entra Agent ID, Conditional Access for agents, and Identity Protection signals to flag risky agents
  • Shadow AI detection and one-click Intune block for unsanctioned local agents (Frontier preview)
  • Agent management rules, ownership, sponsors, and lifecycle workflows so agents do not become orphaned
  • Agent risk dashboard surfacing top-three highest risk agents and tenant-level risk signals

03Microsoft Entra Suite

The Entra Suite is the five-product identity and network access bundle that until E7 was a $12 standalone add-on on top of P1. In E7 it’s included for every licensed user.

  • Entra Internet Access: cloud-delivered Secure Web Gateway with content filtering, TLS inspection, threat intelligence, and an AI Gateway that protects against prompt injection and shadow AI exposure
  • Entra Private Access: identity-centric ZTNA that replaces traditional VPN, with per-app Conditional Access and continuous access evaluation
  • Entra ID Governance: entitlement management access packages, access reviews, lifecycle workflows, and HR-driven provisioning
  • Entra ID Protection: risk-based Conditional Access, risky user and sign-in detection, and a weekly risk digest
  • Entra Verified ID Premium with Face Check, including up to 8 verifications per user per month for high-assurance scenarios

Right-Sizing Guidance

Which tier fits you?

Answer three quick questions to get a starting recommendation for your primary user population. Most organizations end up mixing tiers — see the note after your result.

1. How would you describe your security posture today?
We run a separate security stack and mainly need core productivity and baseline security.
We’re consolidating on the Microsoft security and compliance stack (Defender XDR, Purview, Entra ID Protection).
We’re replacing legacy VPN and web filtering proxies with cloud-delivered Zero Trust.
2. What’s your appetite for Copilot and AI agents?
Not a priority yet — Copilot isn’t justified for this population.
We want Copilot, but plan to add it selectively as a paid add-on.
We’ve committed to scaled AI adoption: custom agents and Copilot Studio at organizational scale, with governance from day one.
3. What best describes this user population?
Information workers and frontline managers who are cost-sensitive.
Power users who need Power BI Pro, Teams Phone, and advanced eDiscovery.
Executives, developers, AI builders, and anyone creating or consuming custom agents in a regulated environment.
Result
Most US Signal customers mix tiers — a common pattern is E3 for general staff, E5 for security-sensitive roles, and E7 for executives, developers, and AI builders. Microsoft licensing rules allow mixing E3, E5, and E7 within the same tenant.
